AMD Radeon HD 4000 Series Overscan / Underscan fix on Windows 10

( /thread/184967)

does anyone know if this works for windows 7?

i have these pesky 'black borders' on all for sides of my Dell st2321L analog  VGA monitor with a 1920 x 1080 resolution, ATI Radon HD 4200 video card, on a dell PC running Windows 7 Home Premium and i have been trying for over a WEEK with no luck.

HDMI has been a headache and can't see that much a difference for regular computer use (non streaming video, etc).

have tried uninstalling the driver, going with a regular VGA driver, then reinstalling the 'latest AMD driver'  - no joy.  (never again with AMD - too many games and what should be EASY fixes are week long events)

can NOT launch the Catalyst Control Center.  i get the 'wheel' like it is trying to launch... for maybe 3 seconds and nothing happens, so i can't change the underscan / overscan to '0'... that would be too easy...

please help!
