My problem was as follows:
AMD Gaming Evolved note says that 'A new Radeon Software Crimson Edition (16.1) is available.'
Clicking the link takes me to AMD driver download site which indeed offers Crimson Edition 16.1 Hotfix.
Downloaded program name is whql-radeon-software-crimson-edition-16.1-64bit-win10-win8.1-win7-jan7.exe.
When I start it, UAC asks to run 15.301.1201 WHQL Release.
Installation that opens says it will install Crimson Edition 16.1 (15.301.1201 FINAL).
I install the whole package, and nevertheless, my driver remains to be the old:
AMD Radeon HD 6450 Version: 15.300.1025.1001
Next day AMD Gaming Evolved sends the same note, going through all this again and still no update. A vicious circle.
As far as I am concerned, resolution is on the release notes page:
None of the so far mentioned hardware is listed on that page, meaning that hotfix was not intended for my hardware. The only problem I see is that in that case I was not supposed to see any warnings AT ALL. I want to see only the warnings which are relevant to my hardware.
Raptr is not a AMD program and many people despise do not choose to install it. Ignore the notices and Disable "check for updates" as well as "start automatically" within the raptr settings. There are Two places in the raptr settings for 'check for updates' so get them both.
press refresh when it says it finished the download. I closed it out before. When i refreshed it, the installation was complete. I had the same problem and now it's fixed.
