There is a problem with a certain type of GPU scaling;
I'm happy that the newest RADEON drivers finally support GPU Scaling for "HD" resolutions (from my native monitor 1920x1200 to 1920x1080) with aspect ratio on. Previously this couldn't be done on the older drivers. However, once I get into a game (tested this on Rocketleague and Ultra Street Fighter IV) that has a fullscreen option on, GPU scaling to 1920x1080 while conserving the aspect ratio simply does not work anymore.
Is it possible to fix this? Will there ever be a patch to do anything about this?

Yes i tried creating a custom 1080p resolution as suggested by others but that did not help
