Is the Amd radion HD6450 2GIG chipset faster than the HD 5700 1GIG series and why does the HD 5700 have a fan and the HD 6450 not if it is faster?
A 250 should work in a 2.0 4x slot, and it should not have as much of a bottleneck from the slot speed versus a 370, but your 5750 is so close in performance compared to a 250, as black_zion stated.
The 6450 is significantly weaker than the weakest 5700 series card, the 5750; you can tell by the GFLOPS for example:

So it is better to stay with 5750 than to buy the 6450
It would be best to go for a current generation products.
Both the above products are already marked as legacy and there will be very limited driver support for both of them, going forward.
But if i have the 5750 its still better not to buy the 6450 wich work on 2.0 pcie on my pc
Aye, what ray said, and if you're going to upgrade the XFX Radeon R7 370 is your best option, price wise, at $109, and about twice as fast as the 5750. About 75% faster than that is the XFX Radeon R9 380 at $170. There's no reason to go any lower than the 370 as the cards would all ether be slower than your 5750, or within a spit of the price of the 370.
Would this card :
work on a pci express 4X 2.0 slot where it is actually a 3.0 16x card with the difference's in voltages
