False fan speed read when fans aren't spinning with Sapphire R9 380

Just got my new GPU (Sapphire NITRO R9 380 4GB 11242-13-20G) installed and latests drivers were downloaded (Crimson 15.12 with Driver Packaging Version 15.30.1025.1001-151204a-296872C).

I've downloaded GPU-Z to monitor temperatures and make sure it's healthy. While temperatures seems fine (29C when computer is sleeping, 39C when browsing Internet, and 59C under full load), the fan speed I get when the fans aren't spinning at low load seems to be 20% and a random rpm. When the GPU is under load the fan speed goes to ~40% and rpm goes to ~800, afterwards when fans shutdown it goes back 20% and a different random rpm.

Is this a hardware problem or a driver problem? I need to know since if it's a hardware issue I need to return it.

I've also monitored temps and fan speed with the provided AMD utility, they read the same (except for no rpm cause I can't find it).
