R7 360 2gb ddr5 bottleneck?

Hi guys, Marry Christmas!

I have a big big problem there, I just buyed a new videocard for my computer.

My computer also have :

4gb of ram ddr3 1066

i5 2400 3.1ghz

400w power supply

r7 360 2gb ddr5.

So the problem it's, my gpu it's at 100% but he doesn't give all the power out. Out of core clock 1060mhz, it's about 500, 600 sometimes 900. When I stay in the down in Diablo, the Gpu works fine. 1060 mhz used all the time. But when I encounter some mobs, my gpu core clock mhz descreases. I am using windows 7 64bit edition. Any recommandations on what to do? I am very mad about that.

The gpu isn't overheating, processor too. I have up to 1.2ram free when I usually play but this time was with Chrome and skype opened. Same results without them.

I am waiting for a response....
