60fps... only on Youtube?

I see 60 fps on Youtube and I can't help but think that it looks so good. How come it's only on Youtube though? The only other place that 60fps seems to work is in the video files that I record. Watching them back, I notice how they look so much better in 60fps. So my problem is that when I play games and basically when I do anything, it doesn't look like its even in 60fps. Obviously 60fps works on my computer because I am able to see it on Youtube but it doesn't really make sense how it only works on there. Is there something obvious on my computer that I have missed or something? If 60fps would work for everything I do that would be so amazing.
