ONE OF TWO MONITORS WON'T BOOT

I have a Windows 7 Pro OS, 64 Bit, 12 Gig's of RAM. I have two AOC Monitors. Until recently I had no boot up issues. Now only Monitor 1 boots. To get Monitor 2 to boot, I have to turn it off and on at it's power switch until it seems to "Catch" and then remain on. If I have to reboot for any reason, both monitors come on. Now I have a 2nd computer. Both are attached to a KVM (ATEN Dual VGA). When I boot the 2nd computer I have the same problem except, monitor 2 boots and I have to turn monitor 1 off and on to finally get it to "Catch" and have both monitors on at the same time. I've uninstalled and reinstalled the ATI Radeon 4300/4500 series card to no avail. Any thoughts folks? Thanks, Michael
