amd fx-8350 incorrect clock speed

I recently purchased an AMD FX-8350 cpu from Fry's Electronics. I installed the cpu, replacing my old FX-4300. I am using a Gigabyte GA-78LMT-S2 motherboard. When I first booted the computer, EasyTune6 and CoreTemp stated that my cpu was clocking at only 2810-2820 MHz, instead of the stated stock clock speed of 4000 mhz. I also installed CPU-Z to check, and that also said 2810 MHz. I made sure all my power saving options were off, and I also updated my bios. I also researched online and found that my motherboard is supposed to be compatible with the 8350, so I really have no idea why the cpu is clocking at only 2.81 ghz. Does anyone know why?
