Since this is an All In One desktop, it is not likely to replace the video card with a different model so I need a new driver to fill the screen.
Yes...but you have to use the drivers furnished by Microsoft >
The following Discrete AMD Radeon™ Graphics products support up to WDDM 1.1 and DirectX® 10.1:
These graphics products must be installed using display driver version: 8.970.100.9001. This driver is provided as a courtesy and only available via Windows Update. Please enable Windows Update and allow it to detect and install the appropriate driver.

Where and how do I get the proper driver from Windows?

You must uninstall the existing AMD graphics. Reboot. And let Windows install their drivers.
This did not help. The problem I am trying to fix is that on my Dell AIO 2305 running Win 10, the displayed image on the screen is smaller than the screen itself. The displayed window is about 21” diagonal while the screen is 23” diagonal, leaving about an inch black all the way around the displayed image. If I uninstall the ATI Mobility Radeon HD 4200 display device, the native Windows display fills the screen. But then if I scan for hardware and let Windows discover the ATI device and then from the WEB find the driver, it installs and then the display goes back to the approximate 21” display. I have the resolution set max, as recommended.
Any ideas about how to get the display device fill the screen?
Just curious, why do you want to use a crippled version of Windows 10? Most of the benefits of that OS are not available with your computer. But, anyhow >>>
