R7 200 higher temperature with windows 10?

I have two sapphire R7 250 passive cards in my pc (crossfire disabled) and recently installed a fresh windows 10 system. I noted the temperatures in idle before i did that and noticed that the gpu temps are slightly higher now.

In windows 7 i had around 33-35°C on one card and 38-39°C on the other one. I use the same multi monitor setup (3 monitors) and everything else is also the same. Right now i have 40°C on both cards. I tried the most current driver on the amd website (crimson 15.30.1025) and i also tried an older Catalyst 15.7.1 (15.20.1062.1004) but that didnt change anything.

I checked the sensors with gpu-z and both cards have a default gpu clock of 800 and memory clock of 1125. The gpu clock is reduced in idle mode to 300 MHz and the memory clock stays always at 1125MHz.

Is this normal or how can i get the normal temps again?
