New Sapphire R9 270x 4gb GPUz Reporting Wrong PCIe Speed

So, I just got the card today.

 

I installed the newest Crimson beta driver. When I go to check the parameters with GPUz, it reports it as x16 1.1.

 

If I click on the little question mark, next to the PCIe speed field, it starts the render test, and it switches to 2.0....but if I wait a minute, it reverts back to 1.1

 

Is there another way to determine what my card is actually running at?

Core2 Quad Q8300 @2.5ghz

X-FI PCIe x1 audio
