R9 280 SAPPHIRE DUAL X OC 3GB - ONE FAN NOT WORKING

Hello,
after the upgrade to crimson amd a fan of my R9 280 sapphire stopped working with the board on idle . It just starts spinning when I'm playing and VGA require cooling ( only starts to spin when the temperature is around 60 ° C) , already reverted to the old driver , tested on another PC and the alleged problem persists. I wonder if someone has the same " problem " or known whether crimson changed something on the board to use two fans only when needed , or if someone knows what might really be , if it is the case for contact the RMA , etc.
