note several cables will not report the 4k at 60hz to the pc , as long as the cable does have to correct bandwidth this is easily resolved by using your preferred monitor oc software , i personally use custom resolution utility " cru "
I did not think there was spec different between hdmi 1.4 and hdmi "2.0"
cables? Ive order some of these 2.0 cables just in case and will report
Im going from DP to dongle to Pioneer Elite SC 81 (4k/60p) receiver to LG
4k tv with hdmi 4k/60hz port.

I think it's ur HDMI cables
with adapters its common for windows to have issues seeing the correct display settings , thankfully its easy to write the correct display settings in windows with any of the monitor oc software , i personally use custom resolution utility but all should work just fine
I also have that adapter and i cannot get 60hz from my R9 290

I'm running an R9 290X OC, tried the Club3D dongle on the 15.x update, no dice. POST and windows loading show fine, but desktop is just horizontal snow and freezing. I tried a different dongle, from UpTab, and that one boots with perfect video, however reports only 30hz. Supposedly is rated for 60. Using HDMI 2.0 certified cable.
I'll try updating to the hotfix, and I'll also try using the CRU. I've never used that before - do you use the software to manually/force configure the frame/refresh rate, or is it just displaying the real rate and windows just reports it wrong? Sorry for a n00b question.
if windows wont see 4k @ 60hz then you can write it in windows so it will output 60hz at 4k , thats all we do to oc a monitor, we tell the os its higher then it is and see how high we can go until the display can no longer keep up , don't try oc the 4k panel just simply tell windows its 60 hz and not 30hz , for not getting a display at all you have a different issue ,
cru will resolve Being stuck at 30 hz but the 30hz settings should be showing a good image just capped at 30 fps
