HDMI output not responding after restart

Whenever I restart my computer, via normal windows restart option, the computer boots but the HDMI output does not work. I have to unplug the power cord to the video card, switch the display connection from the video card to the motherboard's display connection, and then turn the computer on from there. The monitor then works fine, but it's not running the video card. To make the video card work, I have to shut the computer down, and then reconnect the power cords to the video card and then reboot, which then it works fine. Every time I have to restart, this occurs. Why is this happening? What can I do to fix this. I have a R9 200 series video card. Running Windows 10.1 64-bit.
