GPU Clock stuck at 400Mhz and Memory stuck at 600MHz...

I noticed that when I'm playing the GPU clock is only at 400MHz  and the Memory at 600Mhz, when I'm not doing anything on my computer GPU clock is 300MHz and the memory at 300Mhz. I've tried to do Overclock with the AMD Global Overdrive and MSI Afterburner but the problem keeps. I have no activated energy saving mode, I have BIOS and drivers updated...

I reinstalled the drivers and the windows 10 and the problem remains.

What I do to fix this?
