GPU at low core clock while playing, poor performance

Hello I have problem with my R9 390, moth ago everything worked fine but now something went wrong.

When I play games the core clock is very low, and performance is poor, some games are unplayable.


Problem results:

Witcher 3, core clock at 600-700 MHz, its playable but fps dropped very significantly from last month.

GTA5: core clock at 300MHz, unplayable, 3fps average. Here is screenshot from MSI afterburner when playing GTA5:


But 3DMark runs quite good: 1040MHz, results little bit below Oculus rift recommended (GTX 970, i5), but I think I used to be little bit abova a month ago.



I have tried:

- Uninstalling graphics drivers with special utilities and then installing it again.

- Setting constan core clock to 1040 with MSI Gaming App (althought it changes clock, the performance doesnt change)

- Checking PC with Malwarebytes



Looks like the system doesnt recognize the 3D application and runs in silent mode or something like that?? Any help pls??

GPU: MSI R9 390, 8G gaming

CPU: i5-4460

RAM: 8gb

MB: MSI B85-G43 GAMING - Intel

PSU: Seasonic S12II-620 620W

Windows 10 64bit
