No crossfire option to enable in CCC

Hello,

 

I recently got two MSI R9 290X cards and am having troubles getting crossfire to work.  I have both cards installed with power going to them.  Both cards show up in Device Manager as function properly.  Both cards show up in Catalyst Control Center, although one is under "Deactivated".  I have tried uninstalling all driver (including using DDU), then only installing one card, installing the drivers, restart, shut down, then installing the second card. The option for the crossfire under the gaming tab in CCC just isn't there.  It seems to be a common problem but none of the other solutions I found online seem to get it to appear for me.  I'll list my specs and other information below:

 

Graphics Card
MSI R9 290X Gaming (x2) (Not overclocked)

Operating System
Windows 7 Home 64-bit, SP1

Issue Details
Crossfire option is not showing in CCC (15.7.1, also tried 15.10 beta)
