AMD warranty issues

I'm from Venezuela and I sent everything through a courier that send stuff from USA to Venezuela.

 

When I bought my R9 390 video card, my old PSU started to shut down when I opened games, so I downgraded to my old video card. The thing is that I tested my new video card on a TV because my monitor is too old for it, it only has VGA input, so I had to buy a HDMI to VGA converter to be able to use the graphic card with my monitor. The converter arrived first than the new PSU because I bought it here in Venezuela through MercadoLibre. I needed to test it to give the seller a feedback, so I had to install the R9 390 again to test the monitor, the computer shutted down after 40min while I was doing nothing, I tried to turn it on again but it only showed me a black screen without starting. I thought it could be the PSU so I waited a week to be able to install it. the computer still give me black screen with the AMD FX 8350. Already tested both video card in both MB slot, also tested only one memory RAM in each slot, and I was finally able to borrow an Phenom 2 X4 955 to test it with the MB and it worked, so I'm pretty sure the processor is dead.

 

The point is that I gave away my heatsink with box and manual because I already bought the Hyper 212 Evo and I thought I didn't need it... I cannot provide the serial numbers. What should I do in this case? I bought the processor this year and I'm using it since 4 months ago.
