Bought a Freesync Monitor but still have stutter?

Hi I recently bought a 34UM67 monitor with Freesync, but I'm still experiencing stutter in games. I have a I7-4770 and a Sapphire 290 Vapor-X GPU.

I am using a DisplayPort cable, and Freesync is turned on in my monitor. I've also set Catalyst control center to turn Freesync on, and limited my frames to 75fps in CCC (my Freesync range is between 48 to 75fps) and in Rivatuner. Windows and CCC are both set to 75hz.

But I'm still getting microstutter in games (Witcher 3, Fifa 15, GTA V, etc) and it's really annoying. My understanding is that I shouldnt be getting any stutter using Freesync, as long as I am within the range of my monitor. I've tried turning VSYNC on and off, but it makes no difference. I've also tried uninstalling my GPU drivers and reinstalling them, I've even tried clean installing Windows 10, but nothing works. Any help? I was very excited about Freesync, and am disappointed that it's not working.
