59Hz issue in games on windows 10 still persists with no solution

Hi, games like "Grand theft auto V", Battlefield 4 and many others will not render at 1080p@60hz specifically in windows 10,  only - 29Hz, 50Hz or 59Hz is given as an option. When Vsync is enabled @ 59Hz it dose seem to generate a noticeable stutter. Tools such as the Custom Resolution Utility (CRU) and Custom Resolution fail to remedy this specific issue. The problem only seems to effect certain games and the windows desktop is runs @ 60Hz just fine. Has anyone else had any issues with this ?
