I just recently built my computer, and when I load up Grand Theft Auto V or Company of Heroes 2, I get rainbow like graphic glitch. Here's an image depicting the glitch:
OS: Win 10 Pro 64 bit
CPU: Intel Core i5-6600K
Motherboard: Asus MAXIMUS VIII HERO ATX LGA1151 Motherboard
Memory: Crucial 16GB (2 x 8GB) DDR4-2133 Memory
Storage: Crucial BX100 250GB 2.5" Solid State Drive
Storage: Seagate 2TB 3.5" 7200RPM Hybrid Internal Hard Drive
Video Card: MSI Radeon R9 390X 8GB Video Card
I used the latest non beta and the latest beta graphic drivers.
I did get GTA V to work by going into the settings.xml and setting it to windowed mode, so from what I can tell, it's fullscreen where the issue is at, however I get graphic driver crashes which I don't know relate directly to this issue or not. GTA V is in the SSD, and Company of Heroes 2 was in the SSD, but is in the HDD now and still having the issue.
