Most mobo makers list what CPUs their specific model mobos will support and also what BIOS version must be used to recognize a CPU / APU that was sold after the mobo was manufactured. Your mobo does support the FX-9590 CPU and requires the version 1403 or newer BIOS. If you're H100i is functioning properly it too should be able to cool the FX-9590. It may require that the fans are mounted outside the PC case and blowing ambient room air through the radiators into the PC case. You'll need to use Core Temp, HWiNFO or a similar applet to check the CPU core temp under full load to see what the CPU core temp is full load. The FX-8000 and FX-9000 series CPUs seem fully reliable up to 61C core temp. Above that you could start to experience BSOD, crashing, etc.
