clock stuck at 300mhz

Hello,

 

I have a Lenovo Laptop ThinkPad E450 with a Radeon Mobility Card R7 M260.

Until last week i had no issues with the video card but now it seems the CPU Clock is stuck @ 300Mhz.

As a result i used to get 60fps in Diablo III with low setting now i get 15FPS

In World of Warcraft i used to get 50-60 fps now i get 10fps

 

Catalyst version 15.7.1 , driver version is 15.200.1062.1004.

I also tried installing the lenovo website driver which is 14.1xx.xxx.xxx with no positive result.

Also disabled ULPS - no result

I monitored the clock with afterburner and TriXX.

 

Is there any way to restore my video cards functionality or should i send the laptop for service?
