Turning off my monitor causes Windows to think I'm disconnecting it

Installed a R9 290X into my system a few days ago. I have a dual monitor setup. My main monitor (monitor 1) is connected via HDMI port and my secondary monitor (monitor 2) is connected via DVI port. The problem is when I turn off Monitor 2, it causes Windows to think that I unplugged the DVI cable and I get the Windows Hardware Disconnected sound. When I turn the monitor back on, I get the New Hardware Found sound. However, when I turn off monitor 1 and leave monitor 2 on, nothing happens.

 

This is really annoying since I leave my system on 24/7 and it causes all my windows to be re-arranged into my main monitor. I had never ran into this problem prior installing the R9 290X. Before this I had a GTX 670. I uninstalled all previous nvidia drivers and made a clean install of the AMD Catalyst drivers and the problem persist. I am on Windows 8.1 64bit and Catalyst 15.7. Has anyone had the same problem before and is there a solution/fix to this?
