its a brand new PC

Fresh install of windows 10

Fully updated windows

Fully updated drivers


the issue mostly occurs when I'm playing games

Fallout NV , Minecraft (windows 10 edition), various MMO's, Etc

oddly doesn't happen when I'm playing skyrim

but can occur in other non-game instances
