First it would be nice to know what your system spec are, what OS.
One go into control panel, Device manager and click on CPU. I'm sure you'll see that your CPU has 4 cores working. You could down load CPUZ and install it, that way you check your CPU from time to time to insure all cores are working, as well as check on temps

However,are you sure that only one core is running?By default the windows 8/10 task manager shows an overall load of the cpu and not the load per core.If you want to see what each core is doing,open task manager (ctrl+shift+esc),go to the performance tab and right click on the cpu graph(the big one) and select "logical processors".If you have 4 charts your cpu is running fine.
I have the same CPU and X4 is all there ever was.
You will need to buy a new CPU if you require more cores
No the issue for him is that a quad core shows less than 4(normal) available cores.
