If anyone can help with this issue it would be of great help
Windows 10 should have a build in driver for your GPU. 550v = HD 4650 which sadly is a DX10.1 GPU so no Support from AMD as you need a minimum HD 5XXX card for DX11 support.
All those with "unsupported" cards, try downloading legacy drivers for Windows 8.1 straight from AMD's download page (either version 13.1 or 13.4 beta). Launch the .exe file and it will decompress in c:\AMD\
Should the installer fail to work, you can manually update the driver from the device manager, choosing "look for drivers on my computer", then "select driver from a list", then "have disk" and browse to the AMD folder until you find the 32 or 64 bit driver (it is an *.inf file) and your card should work as it did under your previous OS.
Works for me on a Mobility Radeon HD 4650!
thanks that helps...
but i recently downgrade than upgrade once more and before that i update
all my drivers and that seems to have solve my issue

Good to know, what version of the graphic driver is in use right now?
13.1 as you said for radeon HD 4650

There is Catalyst 13.9 but its under Windows 7 for some reason. Not sure why Windows 8 has only 13.1 driver.
Probably because Windows 8 was very short lived compared to Windows 7 ?
Actually, you have to look at the actual driver version in the device manager. It is something like 8.970.100.xxxx
8.970.100.0 [24/04/2013] is in the Catalyst 13.4 beta package for Windows 8.1 64 bits and works fine in Windows 10 64 bits
8.970.100.1100 [29/04/2013] is in the Catalyst 13.9 package for Windows 7 64 bits and also works fine in Windows 10 64 bits
8.970.100.9001 [13/01/2015] I got this one through Windows Update some time ago, in June perhaps
15.200.1062.1004 [03/08/2015] is in the Catalyst 15.7.1 package for Windows 10 64 bits and does not work (driver reverts to Microsoft Basic Display Driver upon install), even though the Mobility Radeon HD 4650 is listed. I think this might be done on purpose because there is not much under the "legacy" driver flag in the .inf file. It might take a slight modification of the .inf file to get the driver to install the proper files for the card, I don't know too much about that. I am wiling to play with it though.
Is this the one you're talking about?
