My XFX R7870 is only getting 450mhz instead of its stock speed of 1000mhz at full load. The GPU Memory Clock seems ok, the only problem is the core clock at 450mhz. Any idea guys?

Please take a moment to download GPU-Z, turn on sensors, and monitor the clocks while running a benchmark in the background, on windowed mode if need be.
My assumption is either the HWmonitor is reading it wrong since its at idle, or the bios has been modified by the previous owner. Did you buy it used?

Thanks for the reply Sir Mark, I also have GPU-Z on my desktop, and it is reading the same core speed of 450mhz at full load, and those reading at HWMonitor was not idle sir, focus on the max value Sir, my R7870 only got 450mhz.
I bought this system brand new. And do you mean bios on MoBo?
if the bios is stock and its stuck at 450mhz, something is throttling it back. have you started a ticket at xfxsupport.com? i can help you get an RMA to have this serviced under warranty.
Ok sir, last night, I just cleaned up my rig and make sure the power cables are attached properly to the gpu, then it works fine, I got 1000mhz at full load. Then this morning, I just noticed that the gpu is too loud and it downclock itself again to 450mhz after reaching 102C temp. Is it an overheating issue on gpu sir? I also experience black screen on game then error appears "display driver stopped responding and has recovered".

The temperature is an issue, does it work normally until 90'C, where it will start to throttle back to 425mhz? if its always at 425 and it gets to 102'c, you have 2 issues, if its throttling because of the temperature, we can send a fan replacement instead and that would fix both issues. (avoiding you having to ship it to us)
When I am playing games for a couple of minutes, the temp rises above 100c and the gpu downclock itself from 1000mhz to 450mhz, I can still work on other things except that when I play games, it is laggy. And yes, I think it is a temperature issue and the fan looks like can't handle to cool the gpu well, the fan became inefficient. I am looking forward for the fan replacement sir if it is possible, and I'm gonna buy thermal compound for the gpu's heatsink.
