Cannot install Windows to SSD

I have two identical PCs, HP brand with Athlon II x4 630 processors, 700 GB HDD, 6 gigs of RAM, etc. I bought identical SSDs, Radeon R7 Series. First PC was no issue, installed the drive, installed Windows 10 to the drive and all is perfect. Second PC has not been so easy. I installed the SSD. I see it in the BIOS, but during the install, no SSD available. I tried fiddling with the BIOS settings however I am not 100% sure what I am doing. Still no luck. I install Windows to the original HDD, and I see the SSD but it says removable drive.

What am I doing wrong? Any ideas? It confuses me that the first PC was no issue but the second just will not let me see the SSD during the Windows 10 install.
