The Radeon HD4350 does not meet Windows 10 requirements, and is not supported.

As has been stated many times before, the HD 4000 series cards came out long before WDDM 1.2 specifications were released. As such there was no way to make sure those requirements were built into those cards. Win 10 does require WDDM 1.2 support for Graphics Acceleration and that is the reason AMD are not releasing drivers for these cards. This is not something which can be "fixed" by a driver/firmware update.
Upgrade to a HD 5000 or higher card to get Graphics Acceleration support in Win 10. Personally I would recommend upgrading to one of the cards below (which are listed in the link ray_m provided above) which also support DirectX 12.
As you can see the HD 5000 series, while supported in Win 10 will not support DX 12, again this is because they were released before "requirements" for DX 12 ever were known.
