2 radeon 7820 cards, 3 monitors, only the 2 on the first card are recognized

I have a system that has two Radeon 7820 video cards, Windows sees both and thinks they're running. Both monitors on the first card are recognized through the 2 DVI ports and are functioning correctly. My third monitor is connected to a DVI port on the second card. All three monitors worked under Win8, but when I "upgraded" to Windows 8.1 the third monitor quit working. I loaded the latest drivers from AMD and the third monitor worked briefly but as soon as I right clicked on the background to bring up the Catalyst Control Center to configure the monitors, the third quit working. Any thoughts?
