What is wrong? On Windows start I get  "Control Center installation is incomplete! Please install again."

Not getting any response, I'll repost my problem and hope for help.

On opening Windows 8.1 and on Windows 10 update, I get a pop-up window that says "Control Center installation is incomplete! Please install again." I have tried reinstalling but with no success. I still get the same pop-up warning every time I reboot the computer.

I previously had installed an AMD Radeon 6970 video card and Catalyst Control Center Version 15.7.1 and this is the result.

The computer had Windows 8.1 when this problem started and the problem persisted after I updated to Windows 10.

The computer has an AMD FX-8320, eight-core processor, 2.91 GHz, and 16GB RAM, operating under Windows 10 Home, 64-bit OS.

What have I done wrong? Is it some step I missed?

The Driver Packaging Version is 15.20-1062.1004-150803a1-187674C; is this the latest version?
