I did not have this problem in windows 8.1, this is new to windows 10. This problem existed both in an upgraded install on win 10 and a format and clean install of windows 10. I have tried downgrading from 15.7 to 15.6 by using the display driver uninstalled utility in safe mode and the problem persists.

I have checked connections, xfire bridge, etc and it is all working. The Information->hardware info lists a primary adapter and a "Disabled Adapter". Both 7970s are present and working properly in device manager.
