I've got an old Toshiba Laptop P70-164, Intel chipset i915PM/GM, Southbridge mod. 82801FBM(ICH6-M), with a ATI MOBILITY RADEON X700, M26 GPU, with identity number 1002-5653, and 9.0b Direct X support; I use this laptop with a secondary monitor 1920x1080, and it works fine with Win 7.
The windows 10 app for upgrade states that this laptop cannot ricieve the new operating system, due to the graphics card.
Question: Is there any way to enable its compatibility with the new op system from Microsoft?
Unfortunately, your product does not meet the minimum hardware requirements for Windows 10, and hence there are no drivers available for the same from AMD.
