Upgraded to windows 10 but still on DirectX 11.2 and WDDM 1.3 - Someone help

So i recently upgraded to Windows 10 from Windows 8.1, i know for sure that with windows 10 we are supposed to get DirectX 12 and WDDM 2.0 however i still have DirectX 11.2 and WDDM 1.3.

I Contacted Microsoft and got told to use the "Go Back" feature then upgrade again as it might be a problem with the install, i did that and it did not help. Contacted them again and got told that i should update graphics cards but i am up to date on everything.  How can i update these? what did i do wrong?
