MSI R9 390 8g very bad performance in World of Warcraft 6.2

finally i set up my new PC rig and i was shocked because of how bad it performs in World of Warcraft.
I'm getting round about 20-40 FPS in regions with a lot of players while my friend who got an r9 280x gets
constant 60 FPS. We compared the graphics settings and they're completely identical (Ultra 1440p downsampling).
Even in 1080p the performance is only 5fps better. My GPU Usage instantly goes up to 100% while my friend only has a usage of 50-70%.

In other games it performs very well and I'm getting round about 250-300 FPS in League of Legends or CS:Go.

I hope you can help me because my main game is World of Warcraft and i know that for example the nvidia gtx 970 performs

very well in World of Warcraft with constantly more than 60fps
