Display Drivers Issue?

First - The Setup

 

CPU: AMD FX-9590 Vishera

RAM: 64 GB

MB: ASUS SABERTOOTH 990FX R2.0

GPU: 2 - XFX Core Edition R9-295X-8QFA Radeon R9 295x2 8GB (Running In Crossfire)

Monitor: SAMSUNG UD590 Series U28D590D (Using DisplayPort 1.2) (Max Res: 3840 x 2160 (4k))

Catalyst Version: 14.12

OS: Win 8.1

 

 

When playing some newer games (Hero's Of The Storm, WoW, Borderlands Pre-Sequel) the game A.) Stutters (FPS drops dramatically) B.) Crashes (Either the game or reboots my PC)

 

I have tried using different connector from the video card to the monitor (DVI-HDMI) but Win 8.1 will only allow me to 1920 x 1080. (Even then the screen image doesn't fill the entire screen.)

 

My question is this a display driver issue, hardware (monitor or video card), OS, ??

 

(It's just frustrating that I cannot play a game on my new built PC without it crashing)
