Same driver version (14.3 beta) works without issues on Ubuntu 12.04.4, which have same X.org and kernel version as Ubuntu 13.10, so this bug seems to be not X.org related, but Unity+Compiz related (which versions is different between Ubuntu releases).

Thanks for reporting this. Our driver team will look into it.
I can confirm the problem with Ubuntu 14.04 beta 64bit.
Fresh system with only the amd beta drivers installed, same distortions.
When I unplug the second display everything looks normal again.
I have the same problem with Ubuntu 14.04 LTS 64 bits on a VAIO with Radeon HD [6600M/6700M/7600M Series]. Neither the wrapper (open source) nor both propietary drivers (the regular and the one with updates) work properly on extended mode. Thanks in advance for your hard work!
Hello, I've got the same problem on my ACER Aspire 7750G with an AMD Radeon 6650M 1Gb on Ubuntu 14.04 Trusty Thar with the default window manager. Plugging a secondary display either by VGA or HDMI result in a screen distorsion in both of the two displays. Unplugging the secondary screens results in a normal display again in the laptop screen. Thanks in advance for you hard work. I hope this will be fixed soon, as it's really annoying not to be able to use another screen.
