System slightly sluggish and Steam hangs with 13.1 legacy drivers from website.

So I installed Ubuntu 12.04 LTS (64-bit) after having a little frustration with 12.10 Quantal. At first, when I installed the latest AMD drivers for my Radeon HD 4890 with the 'Additional Drivers' app on the OS, I would run into this problem (that everyone seems to be having) when trying to play Team Fortress 2 on Steam: http://steamcommunity.com/app/221410/discussions/1/882966057052333152/

 

After this, I installed the drivers from the AMD main page directly using this guide: http://wiki.cchtml.com/index.php/Ubuntu_Quantal_Installation_Guide#Installing_Catalyst_Manually_.28from_AMD.2FATI.27s_site.29

 

Although substituting for legacy where necessary (and building package for Ubuntu/precise instead of Ubuntu/quantal). But now I get a problem where the system will be slugglish slightly (and some UI elements not responding properly), and Steam will hang after running, with this output at the terminal:

Looks like steam didn't shutdown cleanly, scheduling immediate update check

Update: After a reinstall of Steam, it no longer hangs but I get this:

Fatal Error: Steam failed to load: *SteamStartEngine(0xfff0b2b0) failed with error 1: Failed to create pipe: 13

Alas, the anti-aliasing problem still exists, as does middle-click artefacts. Here is a screen of loading anti-aliasing for the first time:
