With Catalyst 12.11 Beta 11 situation the same?
Didn't tested the beta drivers, waiting for the stable version.
I'm experiencing this "choppy" feel too even with a HD7870 (though it's still playable, but it's a regression nevertheless compared to the better performance under windows with the same hardware);

I'm pretty much having the same performance issues with TF2.
My card is the Radeon HD 7970 with Catalyst 12.11 beta 11 and Ubuntu 12.10 x64.
Performance is very "choppy" like it pauses for a second or two every couple of seconds.
how did you suceed install fglrx on ubunto 12.10 while they didnt support it ?? i try many times but fail
I'm having similar issues with my HD5770 and Catalyst 12.11b11.
The performance issues extend to other games such as Killing Floor, Red Orchestra, and Serious Sam 3 as well.
I as well share these performance hiccups.
I'm running 5650m, I3 M330 @ 2.13 GHz, 4gb ram.
While I've had generally lower FPS with 12.10 with games such as Crysis, TF2 has been really terrible for stuttering and Low fps. I ran the game on highest with this laptop and now I've switched to all low settings. DX9 has quite a few stutters as detailed above. I switched the game to DX8 which got rid of the stutters but framerate still plummeted when any decent action showed up on screen.
While the game has become more unoptimized with time, my PC should be more than enough to run it on decent settings. Hopefully some of this gets resolved in future drivers.
