Radeon 6970 clock in Linux

I have Radeon 6970, Ubuntu 10.10 x64 and Catalyst version 10.12.

The video card is stuck in the power saving mode (Catalyst Control Center and aticonfig show core at 250 MHz and memory at 150 MHz). If I try to force it to go to the proper frequency manually (e.g. "aticonfig --odsc 775,1400"), it only changes the "peak" clock, not the actual clock.

And even when I put load on the GPU (e.g. by running an OpenCL program), it still seems to remain in the power saving mode. The fan is very quiet and performance results I see are very low, consistent with the core at 250 MHz.

Does anyone know how to force it to get to full clock on demand, or at least force it to stay at full clock all the time?
