Evergreen (HD5xxx): under what condition is VID=11 possible??

This is the most like place to get an answer and I did not see any AMD resources to pose the question.  I am in communication with a AIBn regarding the genesis of the question.

Regarding the Voltage ID outputted to an Evergreen card assembly's power controller, under what possible conditions is VID=11 possible?  I am specifically interested in a little more detail than just the video BIOS controls the VID.  An answer of never-ever or should-not would also be unsatisfactory.

I would prefer a PM regarding this question due to the nature of the originating problem.

To answer myself in part, at least one add in board partner, in one custom layout, appears to use VID=11 exclusively in selecting voltages from the Power Play table.

Since VID=11 appears to be typically 1.6V, a deficient add in board could fail to select a post-power-on voltage from the Power Play table, and select the boot-up voltage of 1.6V.
