CLI.exe problem (seems I have to run multiple times)

All,

I'm having trouble with CLI.exe loading a profile I have edited. I've changed the core clock frequencies in the "test" profile for a HD4600 via a python script. Here are the clock core clock frequencies that I'm changing in the "test" profile:
 
        Feature name="CoreClockTarget_0"
          Property name="Want_0" value="16500"
          Property name="Want_1" value="30000"
          Property name="Want_2" value="75000"
 
After changing the core clock frequencies, I use the CLI.exe program to load those changes. Here is how I run the script:
 
"C:\Program Files (x86)\ATI Technologies\ATI.ACE\Core-Static\CLI.exe" Start Load profilename="test"
 
But for some reason, the loading of the test profile doesn't always work. It seems that I have to load the profile a number of times before it actually takes effect. Is there something I'm doing wrong, i.e. am I missing some option on the command line? Or is it something else?
