Future Scalability from Single Socket to Dual Socket

Is it possible to purchase a dual socket EPYC motherboard and only populate one socket?

Yes.  It is up to the individual server manufacturer on what they will support, but if you purchase a dual socket capable server platform and put in a dual socket capable processor initially, you can then add a second equivalent processor into the 2nd socket down the line.

There are single socket only EPYC processors that will operate in the first socket of a dual socket platform, but a second processor will never function with it.
