EPYC 7401 performance question

RS700A-E9-RS4

2x AMD EPYC 7401 (24 core, 48 thread processors)

  32x Kingston  KSM26RS8/8HAI

If the 2x CPU 7401 run at full load, is it suppose to run at 2.8Ghz or 2.4Ghz?

It will depend on the workload you are running. If very intensive with all cores loaded average frequency can be close to the base frequency, if few threads well spreaded across numa nodes it may reach max Turbo for these active cores, if all cores in use average can vary depending on your workload and operating conditions.

It was running Prime95. Also with Vray testing. Will it still run at 2.4Ghz?

I am wondering what condition (i.e full load? idle? system running a program that is optimized CPU) does the EPYC 7401 trigger  ALL Core boost speed of 2.8Ghz?
