Seems like AMD hasn't updated their Radeon Pro drivers or Windows drivers for Windows Server 2022.
But found a couple of websites about installing AMD CHIPSET Drivers and installing AMD Drivers for Server 2022:

I forgot all about locating the .INF file and just installing manually. So as the post says, extract the files and then locate the .INF file for the video drivers. Right-Click the file and select Install. Now I have the native 4k resolution.
