hey - if you want to stream with AMD VCE you should stick to the OBS VCE fork
https://obsproject.com/forum/threads/obs-studio-amd-vce-bitrate-problem.45454 shows the problem with Studio - but a Dev said its still in an experimental phase and not to use for STREAMING yet.
you can record with it - what looks great, but if you want to stream you still need OBS VCE fork (https://obsproject.com/forum/threads/obs-branch-with-amd-vce-support.13996/)
you can use my settings with most GCN 1.0 (or higher) Cards for 720p30 (i use HD7970) and just have around 5% CPU load

Hey Benman. What would I use to Record 4K @ 60 fps and upload to Youtube. I want to upload some Dota 2 games to see how good 4K looks. They recommend 53-68 Mbps. Will I be able to do it with a 3770K @ 4.6GHz + 290X? Currently I get over 80 fps in the game.
290X has a encoder limitation of +/- 1920x1080 with 30fps with quality preset and 1920x1080 with 60fps for balanced or speed preset. the downside is the current API used in OBS Studios does not allow to change the preset through MFT (Media Foundation Transforms). This is true for GCN 1 and GCN 1.1 cards. GCN 1.2 (Fury/Nano/380(x)) should allow to break through this barrier to allow for 4k @30fps encoding but I have yet to see this work with VCE.
TL;DR you will need to use x264 as a fallback for 4K@60fps and at that, I doubt your CPU will be able to handle this even at ultrafast x264 preset. I would shoot for 1080@60 superfast x264 preset and use a 0 buffer.
sry i missed it - you need a GCN 1.2 card to record in 4k30

and try these custom settings:
they CAN be choppy with 1080p60 because these are some balanced-quality-mix settings -> but i can help you to improve them
BUT you have to change minQP to ~10-15 & maxQP to ~25-30 -> will directly improve video quality but takes more bitrate
bitrate for 1080p60 on youtube should be around 28-30Mbit and no custom buffersize to look awesome
audio bitrate depends if you want to add music while gaming or later - but for not streaming 160kbps aac should be enough

i am having some issues with using VCE also. so it is true that i can not use the VCE to record in 1440p with my 290X, i dont see why this would not be doable. is it just a limitation on the hardware itself?

Do you know roughly how much up speed I would need for 1080p 30fps streaming?
7000kbps minimun to look ok
but twitch only allows you 3500kbps
so on twitch 720p30 or 720p60 (but better 30fps) run "ok"
