I built my first PC a few days ago, and I used the Ryzen 5 3600. But the cooler makes this annoying sound twice a minute after the PC has been on for longer than 15 minutes:

You can hear the "whining" around 4 seconds into the recording and it ramps up around 11 seconds. Is this normal? If not, do you have any ideas on how to fix this? Or a recommendation for replacement.
