The fastest kernel, how to explain it to the Windows task manager?

Hello, as you know, AMD processors have the fastest core in one module, R9 processors have 2 fastest cores.
But how does Windows know about them? My Windows still prefers to use core 1 in priority, but Reisen's master shows that the fastest processor cores are 4 and 9 (R9 3900)

What is your Windows version? It should be aware on "fastest core" since update 1909.

I found a problem. The problem is not in Windows and the processor, the problem is in the Risen Master.
During the presentation of the data, Reisen Master very heavily loads the first core.
If I close the program, then Windows works well.
